I use one note 2003 on a Toshiba Satellite R10. It works really well about
80% of the time. Then every now and then the pen sensitivity seems to change
and I find it hard to have nice writing. The writing is very sensitive
creating lots of tails at the ends of letters and basically looking a mess.
Does any one know what is going on?

2003 inking is really buggy (disappearing, resizing, etc...). There is
not really anything around it.

If you use OneNote more than an hour a day, I HIGHLY recommend upgrading
to 2007. The bug fixes make inking a dream. I can't imagine ever using
2003 again.

In addition to what the other Erik said (how many of us are there here?
and we all have our names spelled the *correct way*!) I've found at times
when something else is taking up system resources, the Ink parser cannot
keep up, and that causes the strange behavior you mention.

Even though I've been using 2007 for a while now, ISTR there being a few
Tablet PC related patches to be found on Windows Update which made this
less likely. I would ensure that you're running all available Ink/Tablet
patches.
