I have tried your suggestion of creating a label for 3 up cards, and using
next record. Here is what I get
page 1 has address 1,2,3
page 2 has address 2,3 4
page 3 has address 3,4,5
at this rate I will have 3 cards for each record

It sounds like you are not actually executing the merge, but just stepping
through a preview of the results.

You must perform the final set of executing the merge either to a printer or
to a new document where you can really see what you are going to get.
