You cannot do that in OneNote, at least not like you can in Word.
You can fudge it by putting the image in another outline and then place that outline (w/the image) atop the outline with the text. I will not flow like Word does but it will get the job done if you really need it to. Additionally you can create a table which will allow you to do some of this the way that you want.
