1) I am not an Excel MVP but I don't believe you can modify the list of formats. But each have their own customizable settings...but I don't think that is what you were asking, correct?
2) Yes, if I am understanding your question correctly, when you click on that arrow you referred to in your first question, click on the "Number" tab, highlite "Number" under "Category", and there to the right you will see the "Decimal places" adjustment. You can set it to zero.
