Install Office 2003 on New Computer

I purchased Office 2003 (Home version, WinXP) through the government's
employee purchase plan and installed on a Gateway notebook which took
a severe spill a month later; the computer is no longer operating. I'd
like to install this copy of Office on a new PC but I'm getting a
limitation on usage from MS due to the product key already being
registered. Can I provide proof from Gateway that the notebook is non-
functioning and would MS allow another install or is this too much to
ask of such a large organization such as MS?

You just install it. You may have to use the telephone option to activate it
and then you can explain your situation to a person, if needed.
