As a guess, I'd say that they have been saved in the collapsed state in some profiles but not in the Admin profile.
If you double-click the active ribbon title, the ribbon will collapse to release more screen area for the document. Double-click the active title to lock it open again.
There are many other tricks too: try double-clicking the Pizza.
