Then the next thing I would try is (assuming you haven't customized your Menu):
Tools>Customize>Toolbars, click on the name of the Menu Bar to select it, then click the Reset button. Once you Okay out see if the command has come back to life.
If you've customized your Menus it would be better to remove the Compare & Merge command, then add it back. (If you _have_ customized your Menus you already know the where & how :)) That [hopefully] should refresh it. If the suggestion above doesn't work, however, this may be the next option to try.
