Does BCM 2007 have any capability to manage "permission marketing"?

I have also been looking for information on this topic, and I've even
sent an email to the ListBuilder (email marketing tool) site. I can't
seem to find any good information.

Yes, Business Contact Manager for Outlook 2007 replaces List Builder with
E-Mail Marketing Service. EMS allows you to send email to your business
contacts using our servers.

The trial of Office Small Business 2007 is available from
http://us1.trymicrosoftoffice.com/ if you want to try out EMS.

Yes it does, Select the contacts that you want from your BCM Contacts
database and create a marketing campaign and send it via the Email marketing
service.

You have 50 free credits to start off , You need to buy more if you are
happy with the service. As far as permission marketing, your
subscribers(contacts) get a unsubscibe link in the email, So they can opt
out if desired and that is recorded in our database for future interactions.

Thank you, I'll take a look at the documentation to understand how this
works and how much the list manager costs. Is there a specific site I can go
to that will have this information?
Is outlook/bcm data base updated with a "permission flag"? or does that
reside separately?

Yes there is a permission flag that gets updated when you update the
tracking. Try it out.
