You can manually sync BCM databases by exporting and importing BCM files. Changes will be mad based on the data and time in the ModifiedOn field; most recent is considered the best data.
As an alternative, you can designate one user's database as the master database, and have the others use that database in BCM. If you do that, the other users can also turn on the offline feature, which creates a local copy of the master database. When the other machines cannot contact the master database, they will use the offline database, and when BCM connects to the master database again, BCM will synchronize with the offline database.
