Outlining Inked Notes

I just updated to OneNote 2007 (on a Tecra M4 tablet and have been
experiencing a problem in outlining my handwritten notes.

Outlining Inked Notes:
In ON 2003 I could ink some notes, apply formating such as bullets or
numbering simply using the toolbar, and then if I added more notes these
would automatically adopt the formating that was above it (ie, bullets or
numbering).

In ON 2007 when I ink notes the bullet and the numbering options are
entirely grayed out. To add these sorts of formats to my inked notes I have
to switch to the Text Selection tool, format, then switch back to the Pen.
Even then newly penned notes do not adopt the formating of what's above it.

Has 2007 lost this ease of use in formating inked notes?
