I wrote an addin to make calendar/planner pages for OneNote. You can get it at http://blogs.msdn.com/johnguin/archive/2008/10/07/a-calendar-planner-powertoy-for-onenote.aspx - not quite what you ask for, but may be useful.
Also, you may want to turn down the "gamma" or brightness setting of your video card. I wrote about a very similar problem I had with page colors in OneNote at http://blogs.msdn.com/johnguin/archive/2008/01/07/tracking-a-bug-with-video-and-seeing-it-change-into-a-tip-for-onenote-users.aspx. I also installed a driver for my monitor and that helped as well.
