For number 1, it depends on which version of OneNote you are using. I don't have 2003 here, but I do have 2007. In 2007, look for the icon that looks like a book. Click it and you will get a table of contents pane. See if that helps.
For number 2, check out the Tags Summary task pane. It should let you summarize your tagged notes in all the different ways you need to. You can reach it via the entry on the Tags button list or via the task panes list.
