Looks like Sql Server 2005 Express may have incompatibilities with Server 2008.
They may have fixed this the permissions issue. 9.0.2047 is Service Pack 1. Download SP2 (9.0.3042) from Microsoft. Install it. Run Windows Update and install all the Sql related patches. Then run BCM setup. It'll launch the Sql setup, which will detect that it is already installed, and just create the BCM instance.
