The zero setting is not available if you are using roman numerals. But even setting numbering to start at 0 wont suppress the number on the first page; you'll need to enable "Different first page" and leave the First Page Header/Footer empty. You might want to look at http://word.mvps.org/FAQs/Numbering/PageNumbering.htm and perhaps http://word.mvps.org/FAQs/Formatting/NumberingFrontMatter.htm or http://www.word.mvps.org/FAQs/Formatting/front_matter_2007.htm, as applicable.
