Can't install or uninstall MS Project 2003 - WIN2K

Office 2003 installed and works fine. MS Project 2003 installed at same
time. Program is listed in Start>Prg>MS Office>MS Proj 2003 but properties
show a blank application target. Clicking shortcut says "Action valid for
Products currently installed".

Install wizard says "..another instance is present...remove previous
instance using add/remove". Not listed in Add/Remove.

Not in registry HKLM\Software\Microsoft\Windows\CurrentVersion\Uninstall
folder. Can't remove by running existing .msi file with NOREMOVESPAWN=1
option.

Running the executable tries to start in Safe Mode but fails and also fails
to run Detect and Repair.

Does anyone know what registry key the installer is looking at to think an
instance is present or what other Reg keys to remove to allow a re-install?
