On top of? or at the beginning:
1. word
2. word
3. word
?

To do that, go to Format > Numbering and choose a style.

Insert > Reference > Footnote?
If the number inserted is not formatted as superscript, select the number
then format > style > Footnote Reference and add the superscript option.
Check the box to add the style to the template.
