You can view ink on your Q with OneNote Mobile..however you cannot ink any new text on that note.
Also smartphone != pocket pc (or in wm6 world standard != professional). So with a smartphone or standard you cannot ink, you would need a pocketpc to do this. In either case not supported by OneNote Mobile.
