When you fill in your login information, what happens? I have found that sometimes OneNote asks for my information two or three times before it will actually connect.... That said, I do know that it works - so if we can figure out what is going on in your case, we should be able to get you working too.
In answer to what part of the path: The doc lib you connect to will be treated as the notebook. So the link should be the path to that library Does that help any?.
