A link to an Outlook item can have one of 2 forms.
This form works only if the item has a unique subject: outlook://Calendar/~your subject.
The other form uses the EntryID of a saved item and will work as long as the item hasn't been moved to another PST file or to another folder in an Exchange mailbox: outlook:entryID
