Not with the tags, no. But there is a workaround -- assign them some sort of unique "code word" that goes along with their tag. So you assign the tag and then you type in "DougToDo:" or "MikeToDo:" to preface the item. You can use any unique string you want.
Then let them use the search feature to find those items and it will give them a list of only those items that have that string you've given them. I know it's an extra step but it works, it's easy and you can have as many unique strings for different purposes as you want.
