I solved my own problem.
It turns out that the .NET 2.0 hotfix installation was trying to stop the IIS Admin service, which for some unknown reason refused to stop. So I did the following:
Disable the IIS Admin service and the three other services that depend on it. Restart the machine.
Run an installation repair on the .NET 2.0 framework.
Now the CD installed without a hitch.
