If you have an Action Pack subscription, they don't take licenses from you. It's just that you may run out of activations. That's no big deal.
If you have run out ouf activations on your Action Pack subscription, automatic activation does not work, but you can still activate through telephone support. Explain that you have had to reinstall or that you bought new hardware, and they'll happily give you an activation code.
As long as you don't install more than 10 concurrent copies of client software or 1 concurrent copy of the server software, you're safe.
