When I hit the open file I am unable to drag it into an appropriate folder or
delete a document that appears directly under a folder.

If you are using the Preview pane, you cannot delete it whilst the document
is displayed. You need to select another document (to unlock it by releasing
it from the Preview), then right-click the document and choose Delete.
