Word 2003 certainly lets you work with multiple custom dictionaries. Been a while since I looked at a 2003 interface, so I may not remember 100% correctly, but I think you go through Tools/Options/Spelling and Grammar. There you'll find a button for "Custom Dictionaries". And in that dialog box you can "add" dictionaries to the list. I think it would be better you do that, than try to replace your custom dictionary with another one.
You may also want to check whether you can assign this special custom dictionary to have no particular language. Then, if for some reason your language formatting changes in a document, that custom dictionary will remain available.
