BCM 2003 Could not complete last action & Other problems

I am using Office Pro 2003 and just installed BCM 2003. I did all updates
and got service pack 3. Upon opening Outlook, it prompted me to create a new
BCM database and then it failed saying "Could not complete last action". I
rebooted and opened up Outlook again. BCM tried to complete the install by
saying "Finalizing BCM" and then fails again saying "Could not complete last
action". I rebooted 2 more times trying to get this completed, but no
success.
Also, SQL Server in my task bar in not connected and my default Service is
blank. I have no idea if this is what it's supposed to say or not. There is
no way for me to strat it manually as it says "no service selected".
Also, now on shut down, CiceroUIWFrame doesn't end. I have no idea what
CiceroUIWFrame is.
Any help would be appreciated.
