After upgrading Outlook 2003 with Business Contact Manager to Outlook 2007, your Outlook profile will still have a reference to the 2003 version of Business Contact Manager. This is causing irisms32.dll to be listed as disabled.
Try uninstalling previous versions of BCM and reinstall BCM 2007.
If that doesn't help, try opening the Windows Event Log by clicking "Start | Run" then type eventvwr. Look in the application log for a recent error and open it.
