Error "there isn't enough memory to perform this operation..."

I am trying to import toolbars form another database (mdb) of the same format
(2003) in Access 2003 SP3 (11.8204.8221). First I got this message: "there
isn't enough memory to perform this operation close unneeded programs". After
applying latest patch (office2003-kb945674-glb) Access just crashes (MOA has
encountered a problem and needs to close...Repair my open database...).
Is there a way to import toolbars?
I tried decompile, compact&repair etc. The same thing is happening on XP
prof SP3 and on Server 2003.
