Why I can't open OFT files anymore

We use outlook as a database and on the network we export contact as OFT to
save them on a general computer, but we can't anymore! Why is Microsoft
always create mess with every update, it was working fine before! Anyone has
an idea how i can get it to work again. Remove SP3?

This was an intentional design change with SP 3 for Outlook ,there a
registry setting to revert it back to the SP 2 behavior

I removed SP3 and it's back to normal now, will avoid major update in the
future in case of any "Intentional design change" that cause problem to work!
