It's simple...you need to purchase Office. And you need to purchase the "full" version (i.e. not the "upgrade" version) as Works is not an eligible product for upgrade pricing.
To further explain:
Typically, you can buy software in one of two versions, a "full" version and an "upgrade" version. The programs themselves are identicle...the only difference is the price you pay for them. The full version costs more than the upgrade version. The upgrade version is cheaper because the manufacturer (Microsoft, in this case) is giving you a price break for having purchased the older version in the past. But to be able to install an upgrade version, you must be able to prove that you had purchased an older version. The catch is only certain versions qualify. For example, if you purchased Office 2000 several years ago you could now purchase the upgrade version of Office 2007. But in your case, Microsoft has decided that Works 7 does not qualify...hence you must purchase the full version of Office 2007.
