Can the final use copy of the mail merge template be protected so that the
user can still do the mail merge, but not be able to edit the mail merge
document? I'm not referring to the template, but the document that is
created based on the template when mailmerge is run.

If you are using Word XP or later, the "Add-in to Merge Letters to Separate
Files" that I have written and that can be downloaded from that site will
allow you to create each letter as a separate file with a filename taken
from a field in the data source with a minimum of fuss.

With that method, the document can be created as a .pdf file.
