Outlook 2007 changing HTML Newsletters to Confusing Text

I did not have this problem with 2000 or 2003. When I receive e-mail
newsletters from various organizations, it is nothing but text and a bunch of
links. Some newsletters are received properly. The ones that are "bad" used
to be received normally onprevious versions. I first called my server, who
directed me to Dell, who directed me back to my server. Well, nothing
helped. My settings in Outlook are correct (that I know of). Any
suggestions. I made sure that I signed up for HTML in each of these
newsletters.
