The LAST thing I would like to see is a tighter integration between the bloated work known as Outlook and OneNote. Having onenote available in Outlook Web Access would no doubt require this.
Now, consider this. You can easily set up a notebook or so on a shared connection and hit it from any OneNote client. Of course, this will not work for OneNote Mobile (which will not read read a standard notebook anyways), but for anything else this can be used from anywhere you have access. (Hamachi is probably the easiest way, but there are a plethora of ways to go about this).
Not to mention that you have the added benefit of being able to make changes and syncing back later - assuming you are using a machine that has synced previously. Perfect for those times that the cafe lied about connection quality (been there before, as well as wireless being out of range).
Having it OWA only would take away any offline interactive capability.
