I am wondering if you can have web form data from a company site generate a
new contact in Outlook Business Contact Manager.

Not out of the box. But you can write a program can read web-data and create
a business contacts. On BCM blog, there are some sample code that shows how
to create business contact. Blog also has link to BCM developer guide.

Thanks. Can you tell me where the code is on the blog site? I have run a
couple of searches and still cannot find the code referenced.

Thanks.

I am not saying the code for exactly what your are looking for is available.
There are some code samples that show how to program against BCM. Look for
BCM developer guide link on blog and you will find how to write code to
create BCM contact in the developer guide. You will have to do some
programming.
