I have Word 2003 and my documents open up automatically with the mark-up
option. How can I make it so the documents default to no mark-up when they
are opened? And is there a way to send a document to another Word 2003 user
without the mark-ups showing?

Basically, you can't; and no.

Send the recipient a copy of the document in which all changes have
been accepted.

Ugh, that's great. I hate sending contracts to my customers and having them
ask me what the stinkin' bubbles are. Oh well, thanks anyway.

Make a copy of the file to send to your customer. To accept all changes in
the copied file, select Tools -> Track Changes. From the Track Changes (or
Reviewing) Toolbar, select "Accept All Changes in Document" from the Accept
Change icon's pull-down menu. Secondly, if there are comments in the
document, select "Delete All Comments in Document" from the Reject
Change/Delete Comment icon's pull-down menu.
