Locking certain fields based on user

I am wanting to know if there is a way to lock fields such as the assigned to
field. This would be for a manager to assign accounts to sales people and
prevent the sales people from just assigning it to another sales person. This
would also allow us to track sales people progress by making sure they are
working in thier accounts. I am looking for any way even if it is based on
administrator rights vs non. Or if I could hide fields from users and that is
where I can place info like originally assigned to to see if they changed the
name. Any help will be greatly apprectiated. thanks.

The high-level answer is that BCM does not support per user features
or permissions. For those you need look at a sophisticated platform
like MS CRM.
