how to create PDF forms in Word

I'm trying to help the nonprofit I'm working for by creating forms out of
their everyday documents ... I'd like a document that would just have text
fields that they could tab between without disturbing the info on the
document ... PDF form? no idea how to do this ... they're on PCs but I have
access to both PC and Mac, can I do this in Word or does anyone have any
other suggestions? thanks!
