Two suggestions:

First, quit using manual page breaks. Instead, include the Paragraph
Formating attribute "Page Break Before" as a part of the Style applied to
your head*ings* [not head*ers*], and

Second, Bookmark your headings & hyperlink to the bookmarks.

I have a word document that I put hyperlinks into so that the reader can jump
to different section headers within the document. Sometimes when I jump to a
section header the link actually goes to the page break just before the
header, other hyperlinks in the same document goes to the section header. If
I delete the page break then the link works. Also, I want the section header
to be the first line on the new page, i.e. I do not want a blank line before
the header.
