I know I'm over thinking this and need the benefit of your experience.
I have a document that I've created. It has a table layout that resembles a
legal pad which is in header/footer layer. The baseline of my first line of
content is close to the bottom cell border that makes up the line across the
page. The letter descenders are smack on the line. That's great!
As I enter content in the document body, and the lines wrap, the lines of
text get ever so slightly closer together. When I start paragraph, the
baseline is lower than before and the descender is below the line across the
page. As the lines continue to wrap, they grow closer together once again.
The longer the paragraph, the farther from the line on the page the
descenders become.
The rows in table that make up the lines on the page are .200" in height.
The font I'm using is Calibri 10 point.
The font is .13888" in height, which leaves .061" space in the row.
I used 2 pt paragraph spacing before to locate the text close to the lines
on the page. And, I'm using a line spacing setting of 14.4 pt exactly
thinking this will move the new paragraph .200" down the page.
I assumed that the since 14.4 points is .1999872" (which is really close to
..200" and should make an observable difference within 11 rows of text) the
line spacing should match the lines on the grid in the background.
Any suggestions or tutorials on how to accomplish this?

I really cannot fathom out what you are trying to do from this, but I
recommend that you set the line spacing parameter to At Least and not Exact.
Let Word and the printer driver work out what the minimum line spacing needs
to be.

That's too bad... I'm trying to type on lines on a page that are spaced .2"
apart without having to work within a table. I waste a lot of time moving
text is a huge table that is 8.5x11 in a document that can be anywhere from
15 to 40 pages in length. It's a real pain.
Thanks for acknowledging my post though, I'm working it and may have it
worked out. So far, it looks promising. I'm in Atlanta the rest of the week
and will follow-up with the formatting details if anybody's interested.

Hi Terry,
I'm using the template today and so far, it's working. I'm finding a few
things to refine, but that's related usability. The table is in header like
a watermark and not causing the same old headache. The trick was doing the
research and finding a meaningful reference, then experimenting with the
formatting to find a good combination. It took a fair amount of
experimentation. But, I now have a document that matches my client's form
and I can complete it on my notebook.

I often insert a 'form' in the background - mainly because backgrounds don't
print unless explicitly selected. Then I will use Text Form Fields for input
data set to match the form beneath. But this all depends on the length and
complexity of the form and how many times it needs to be filled in and by
whom.
