Even though Microsoft considers the rules and grids to be merely guidelines for TabletPC users and their handwriting, it seems to me from the volume of requests that they might consider this sort of thing for the next release. If screen lines are important you could make a template with a background image with lines on it ... and then your INK should match up with the lines. Interestingly enough if you took a screen grab of the lines you like in OneNote you could paste this screen grab as a background and use that. :)
