Is there a way to merge photos into Word

I am doing a large merge with a lot of data. I would also like to
merge map images and photographs. Is this possible?

Not within Word. You'll need a graphics editor that can handle layers, such as
Adobe PhotoShop or the free Paint.Net (http://www.getpaint.net).

Thanks, I downloaded Getpaint, but I don't see how it will help me with
my merge. I'm referring to a mail merge operation from an Access
database. I was hoping to link the pictures in access and have them
show up in the merged output.

My apologies -- I misread your question as asking to merge photographs into
map images, the way Google Earth or Live Earth shows photos overlaid with
road names and such. Graham's answer, pointing to his web page, will get you
going.
