There is the Customize Numbering Task Pane (it's not shown by default in the TP list but is found at the bottom of the Numbering TP).
From there you can apply more detailed settings to selected outline levels. YOu have to select the entire outline first, then select the desired formatting, then choose an option from the "Change Numbers On:" dropdown box.
What I end up doing when creating complex outlines is just abandoning trying to set number levels while creating the notes. I just use the Tab button and/or the outline tools on the Outlining Toolbar, and when I review the notes later, use the Numbering etc. Task Panes to apply the desired formatting to the outline. Using the method above, you only have to do one formatting operation per outline level.
