My understanding is that BCM is available with: Office Small Business Edition and Office Professional, and also downloadable from MSDE (for developers) and TechNet (for enterprise licenses).
I agree the situation is confusing. Things were easier with 2003, when anyone could download BCM and it would work with any version of Outlook.
