Yes -- they can coexist quite well on XP.
PowerPoint 2003 must be installed first. PowerPoint 2007 must be installed in a separate folder. When you install it, you'll find a tab at the top of the Install Wizard that provides the option to install the program in a different folder. If I remember correctly, I think you'll have to create the new folder before you install the program (e.g., C > Program Files > Microsoft Office > New Folder).
