Note that only one of the newsgroups you crossposted to are relevant to Outlook Express. MS Outlook is an entirely different program.
You would first have to create a message rule and divert that senders mail to a specific folder. Once you do that, one of these will do what you want. Perhaps a combination of both would be nice.

This freeware program will give you a pop-up notification of new mail regardless of what program you are in. If you have mail diverted to different folders, you can select the ones you want to be notified for, including newsgroups if using Outlook Express as your newsreader. The pop-up also shows what folder the message was delivered to.
