Yes, this is a known limitation. The "Link to Business Contact Manger record" dialog is modal. This means that other windows cannot be activated until it is closed. Other BCM records can be opened from the dialog, but the main Outlook window cannot be activated until the "Link to Record" dialog is closed.
We are investigating ways to remove this limitation in future versions.
