If you google "OneNote Password Recovery" you will see a number of password recovery utilities, none of which I can recommend having never used them.
One of the sites http://lastbit.com/onenote/default.asp makes this point: OneNote Password supports brute-force attack, dictionary attack, hybrid dictionary attack and SmartForce(TM) attack. If your password is really long and complex, you have poor chances to recover it
However if you password was really long (hopefully yes as this is the only real protection offered by this style of security) then you may have a chance to remember it or recall where you safely stored it.
You might like to investigate a product like TrueCrypt (Open Source and excellent quality) for securely storing all sensitive documents and passwords. But you will still need to remember the TrueCrypt password!
