In outlook exchange i created a meeting and saved notes within that meeting
using onenote. When i open the meeting i can see my notes that i saved from
onenote. My problem is that when someone else that has shared rights to my
calendar opens the meeting they cannot see the notes. We both have office
2007. Is there a reason why no one else can see my notes?

How are you and the other person viewing the notes from that meeting?
Clicking on the "Meeting Notes" button from the Appointment? If so, does
the other person get a blank page in his/her Unfiled Notes?

I don't believe that scenario will work, since the behind-the-scenes
references OneNote uses to link between Outlook and OneNote are based on
local IDs on each machine.

If you want to share notes from a meeting, create a Shared Notebook in a
commonly accessible network area.

From the outlook calendar i click the meeting scheduled to open it up. Then
while in the meeting I click on the "onenote" icon and it opens a section to
create notes. After i create the note with onenote within outlook i close
out. I can view those notes from my machine. However no one else can see
those notes i created. Is there a way to share those notes within the
meeting? Yo answer your question, yes they get the blank page.
