You can open the same Notebook on multiple machines.
So, to keep 2 computers in sync, put the master copy of the Notebook at a location accessible by both computers, consistently or not, and open the Notebooks on both computers pointing to the master location.
Even if one machine cannot access the location at some point, when it reconnects, The Notebook will sync up to the master copy automatically if OneNote is open.
This is one of the coolest things about OneNote.
