I recently bought Norton Security and installed on my computer. Now I can't
send or receive messages in my Microsoft Outlook.

That is because Norton does not play very nice with any email client. With Norton you will need to DISABLE the automatic incoming and outgoing email scanner. If disabling does not work then you will need to uninstall Norton as per their uninstall tool (available from the Symantec site) then re-install it without the email scanning feature.

Better still install something like free Avast,AVG,or Nod 32 but without the email scanning feature. You will still be protected with the resident AV if you try to open any infector in your email(s)

I uninstall Norton and then re-installed without the scanning features. I
tried sending another email and received the following errors: 0X800CCC78 and
0X80042108. Can you direct me further.

I'm getting the same error message, but E or D on the end. Is your port
blocked as well. I have McAfee. Please let me know if you find a solution MS
is working with me

Did you use the uninstall tool from Symantec that is available to download from their site ?????? If you uninstall Norton completely as per the latter do you still have or get this error.
Use a free AV like Avast,Avg,Nod32 without the email scanning feature. Your resident AV will still protect you.

MacAfee and Norton are two of the worst culprits for email clients.
