Outlook Task button Not Lit up

I use Outlook and OneNote 2007. I've been using both for a long time. Every
week I use OneNote to create some outlook tasks but last week, out of
nowhere, the tasks stopped synching. I mark them complete in Outlook but it
would never come over to OneNote and update there which it always had done so
in the past. Then I am trying to create new ones but the Task button won't
light up (it's dim and it won't let me click it). I don't know what to do
here.

Have you tried running:
Menu: Help-Office Diagnostics?

Computer been rebooted recently?

Yes I just tried that. It found no errors but opened a web link that said I
have to follow these directions:

"On the Tools menu, click Trust Center, and then click Privacy Options.
Select the Download a file periodically that helps determine system problems
check box.
Wait about a week to allow the file to be downloaded, and then run Microsoft
Office Diagnostics again. "

So I did that but now apparently I have to wait a week.

When I first open OneNote, it does allow me to create the task but as soon
as I do, a dialog pops up and says "cannot create task in outlook". The
flags are put next to the item but then that Task Button dims again and I
can't click it and no tasks are made. I don't understand what happened.
